On January 16, 2018, Advancement Project submitted written comments to the U.S. Commission on Civil Rights following its December 2017 public briefing: The School-To-Prison Pipeline: The Intersections of Students of Color with Disabilities. The hearing and written comments follow news reports that the Trump Administration will reexamine school discipline guidance released by the Obama Administration in January 2014. This guidance clarified the responsibilities of local school districts with regard to Title VI of the Civil Rights Act of 1964, primarily emphasizing the need to administer school discipline in a non-racially discriminatory manner. Advancement Project supports the maintenance of the guidance and used our written comments to explore three relevant case studies.
